Federal Health Care Reform Act - Update


Per a new provision of the Federal Health Care Reform Act dependents can be carried under their parent?s coverage up to age 26. Since the City has a plan year of January 1, we will implement the federal provision starting January 1, 2011 to include dependents up to age 26 in two ways:

  • Active Employees: This will be done during open enrollment this fall.
  • Retirees: A letter will be sent the first part of November advising them about this change. They will have two weeks to contact the Benefits office and add dependents that meet the federal requirements.

In both cases, the dependent will be able to stay on the group health coverage through the month in which they turn age 26.

Over the Counter (OTC) Medication: Starting January 1, 2011 you will no longer be able to use your Flex Spending Account to pay for OTC medication unless it is prescribed by your doctor. The only exception to this rule is for Insulin.

Dental Benefits


The City of Omaha also offers the following dental programs:

  • Self-insured preferred provider (PPO) dental plan that is administered by Ameritas, To access the Ameritas site go to: www.ameritas.com/group/olbc/cityofomaha.  Click on Civilian, Sworn Police or Sworn Fire to access Plan Highlights, Find a Dental Provider or set up a Secure Member Log In.
  • Pre-paid (HMO) dental plan that is administered by Fortis/Assurant.  If you wish to change your current dental plan to this one, you can do so during Open Enrollment or you must have a Qualifying Event.

A provider for a HMO dental plan must be selected from a list in advance by the employee. Please contact the Benefits Division for a list of HMO providers.

The city also provides access to an Employee Assistance Progam (EAP) which is available for all Full-Time, Active Employees.  For more information click this link to view the EAP Information Guide.

Benefits for each position are defined by the Union or Group the position belongs to: 

Employees may change their benefit elections in the Fall; changes take effect on January 1st. Watch notices for the next open enrollment dates! Employees may change their benefit elections in the middle of the year if there is a qualifying event.
